(d). This licence will only be valid as long as no foreign capital
is invested in the proposed undertaking, and in case foreign shares are raised, particular reports shall be made and a new licence will be issued instead.
(e). It is unlawful by mis-naming the locality to apply for per- -mission to prospect a mine for which a licence has already been grant-
-ed to some one else.
(f). The particular rules will continue in force until new regula- -tions have been made by the Central Government.
Charter II.
Rerulation 2. The Board of Finance has charge of the mining affairs of
the whole Province of Kwong Tung.
Regulation 3. The Comissioner of Industry shall deal with all mining affairs in accordance with the regulations and shall have power to decide any mining case for which no provision is made in the regulations. Regulation 4. Branch Bureaus of Mining Affairs will be established in the various important districts and Deputies will be apointed in charge
of such Bureaus.
Regulation 5. Inspectors of wines and Surveyors will be appointed ir-
-respective of nationality.
Regulation 6. Investigations will be made as to the areas, situation,
&c., of the various mines in Kwong Tung.
Regulation 7. Inquiries will be made as regards the quality, quantity etc., of ore yielded by the mines in the whole Province.
Chapter III.
Regulation &. No licence for mining or prospecting for mines will be granted to any person or company, unless the person or the company has sufficient capital for the purpose and has committed no breach of
regulation 9.
Regulation 9. No licence shall be granted to any Chinese or Foreigners,
who have committed any breach of the following two conditions, and in case of any breach of the same after its issue, the licence will be subject to cancellation.
(a). No Chinese or Foreigners shall have the right to hold a licence, who has violated any of the mining regulations or has committed
any offence in connection with mining and any crime or has been im-
